How do I check if an online casino has a PAGCOR licence?

What is the difference between an e-Games licence and a licensed casino?
E-Games operators (Gaming System Administrators) are online-first companies licensed by PAGCOR's Electronic Gaming Licensing Department. Licensed casinos are integrated resorts (Solaire, Okada, NUSTAR, Casino Plus's parent, etc.) whose online brands are registered under their casino licence. Both are legal for players in the Philippines.
The site says "PAGCOR licensed" but is not on your list. Why?
Many unlicensed sites copy the PAGCOR logo and licence wording. PAGCOR only publishes brands and domains it has actually registered. A site that is genuinely licensed will appear under its operator's registered domains; a look-alike domain (extra letters, different ending) will not.
How current is this data?
We re-parse PAGCOR's published PDF lists every week and a person reviews each change before it goes live. The current list is dated October 8, 2026.
How to verify a licence yourself
- Open PAGCOR's Electronic Gaming Licensing page and download the "List of PAGCOR-Accredited Gaming System Administrators and Registered Brands and Domain Names/URLs".
- Search the PDF for the exact domain in your browser's address bar, not the brand name on the page.
- If the domain is not there, check the "Licensed Casinos" list on the same page (integrated resorts register their online brands separately).
- Still not there? It is not registered. Report it to PAGCOR and do not deposit.
