How to verify a PAGCOR licence yourself (step by step)
Where PAGCOR publishes its licence lists, how to search them for the exact domain, how to spot look-alike sites and fake badges, and what to do if a site is missing.

The only two lists that matter
PAGCOR publishes, as PDFs on its Electronic Gaming Licensing page:
- List of PAGCOR-Accredited Gaming System Administrators and Registered Brands and Domain Names/URLs — the e-Games operators.
- List of PAGCOR-Approved Registered Brand and Domain Names/URLs of Licensed Casinos — integrated resorts’ online brands.
A site is licensed if, and only if, its exact domain appears on one of them. Our checker searches both for you; this page shows how to do it by hand.
Step by step
- Copy the domain from your browser’s address bar — not the brand name on the page, and not the link text in the message you received.
- Open the first PDF and search (Ctrl/Cmd+F) for the domain without
www.. - Not found? Search the second PDF.
- Still not found? The site is not registered. Do not deposit.
How look-alikes work
Licensed operators register several domains, so scammers register near-misses: an extra letter, a different ending (.xyz, .vip), a hyphen, or the brand name followed by “ph” or “online”. Our checker flags these as look-alike and lists the genuine registered addresses.
Fake licence badges
A PAGCOR logo, a “licence number” or a certificate image proves nothing; unlicensed sites copy them freely. The list is the only evidence.
If a site is not on the list
Report it to PAGCOR via the regulatory page above, and warn whoever sent you the link.
